Summary:

This position will have growth project execution responsibilities for well connects and regional projects within the assigned coverage area. The assigned coverage area for this position in anticipated to be New Mexico, West Texas, South Texas, Central Texas, and portions of East Texas. The assigned well connect and regional projects will be comprised of natural gas gathering, crude oil gathering, and produce water midstream infrastructure. In addition to project execution responsibilities position will include management responsibilities with direct reports which is expected to include Project Engineering, Construction Management, and support staff roles.

Position will be responsible to coordinate and communicate with the multiple internal departments to support successful project development which includes project scope development, cost estimation, and project schedule development.

Position will require responsibility and accountability for successful project capture and execution to support the Partnership's growth efforts.

Essential Duties and Responsibilities:

  • Manage and direct resources to engineer, procure, construct and commission midstream asset development projects
  • Manages a portfolio of multiple projects for internal and external customers at geographically diverse locations
  • Projects are highly schedule driven to meet contract commitments
  • Develop capital, revenue and expense projections for capital projects, assess capacity utilization, to support economic evaluation of projects
  • Collaborate with Stakeholders to oversee the implementation of approved projects
  • Role provides management of relationships with customers, state/local agencies, and multiple contractors/vendors
  • Project Management of Capital Projects which includes:
    • Cost Management including oversight of project cost control and forecasting
    • Schedule Management including critical path method schedule development.
    • Scope Management including scope development and change management.
  • Sets priorities and utilizes resources to accomplish project objectives according to short-term and long-term strategic plans.
  • Develops and manages proper communication plans to support project execution.
  • Manages assigned personnel and is directly responsible for selection, hiring, training, performance evaluations, and promotional recommendations.
  • Provides guidance and keeps employees informed of policies and operational changes.
  • Responsible for technical review of designs, drawings, and studies.
  • Ensure work is compliant with federal, state and local regulations (including safety, environmental and DOT) and internal policies and procedures.
  • Develop annual group O&M budget projections and manage expenses to approved budget

Required Skills (External)

Requirements:

  • Education and Experience requirement:
    • Bachelor's degree in an Engineering discipline with a minimum of 8 years of Midstream project engineering and/or project management experience
    • Bachelor's degree with a minimum of 12 years of Midstream project management experience
    • Minimum of 15 years of Midstream project management experience
  • Prior project management experience, strong management and leadership skills, excellent communications and interpersonal skills
  • Proven track record managing multiple activities and priorities within fast track schedules
  • Strong communication and team building skills
  • Demonstrated urgency in advancing projects to support objectives

Special Considerations:

  • Travel required as needed to support projects and other initiatives

Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Usually, normal office working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Occasional overnight travel may be required.
  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
